KAIROS DESIGN GROUP, LLC, (KAIROS) the retained landscape architect for the Borough of Steelton, provided masterplanning services for the Borough's Second Street Project, under the new Elm Street Program. Modeled after the long-standing Main Street Program, the Elm Street Program was developed by Pennsylvania Governor Edward Rendell and the Department of Community and Economic Development to improve the residential "gateway" neighborhoods adjacent to the Main Street areas. Steelton is one of the first municipalities in Pennsylvania to receive an Elm Street grant, and KAIROS worked closely with Borough officials and the Second Street Revitalization Committee to improve the neighborhood of Second Street between Pine and Swatara Streets.

KAIROS provided masterplanning and landscape architectural services for the design of new sidewalks, lighting, the creation of "greenscape" plans, and residential facade improvements. KAIROS also assisted the Borough in developing architectural guidelines and standards to assist the residents and the Borough in maintaining the neighborhoods beyond the completion of the project.
